Intermittent brake pulsation

Brake issue: Sometimes, when I press down on the brake pedal, there is a pulsating resistance and a buzzing noize from the engine compartment. If I continue to apply pressure (or increase pressure) the resistance and noise goes away. It seems as if the ABS is trying to activate, but I'm driving/braking normally on completely dry roads.
